Think it was 5 February 2018 - (from memory) Nigel refers to an announcement today relating to Rhett Brans appointment - that announcement was on 5 February 2018.

@vontrader - I see some other potential caveats. 20 ton trucks might move on dry dirt roads ahead of them being sealed so some wiggle room on "complete" (Nigel might mean sealed). And ML (I take on face value it is an excerpt from his twitter feed and the date is right 1 March 18) does say "In his opinion" - and he might have gotten further information through later talks or he might be genuinely more optimistic (again perhaps through better or more updated knowledge or perhaps by disposition) than Nigel.

But yeah I'd personally read a difference of about a year and a bit in the two estimates of when the road would be sealed. (Dec 2019 -ML vs Feb 2021 - NF).
