To be honest, the Vic gov (or any state government) doesn't need to mandate the adoption of EVs by 2030. All they need to do is nothing - by 2030, no car manufacturers will be producing pure ICE vehicles, and given we don't make any cars here and import pretty much 100% of our fleet, Australia will become a "passenger" on the EV uptake tidal wave... i.e. you literally won't be able to buy a new pure ICE car in Australia after 2030 anyway.
Best thing the Gov's can do is concentrate on charging infra and more innovative ways of replacing the current fuel excise.
