Well probably because actually China is not the only country the DRC does business with.
They are positioned to be an integral piece for the global path towards clean energy and a lot of different countries want to do business with them. I don't believe their government would make such a short sited and (and frankly stupid) decision as you've posted. DRC have nearly all the raw materials required for the EV revolution in their own backyard. Companies from all over the world are already lining up to get in there.

Understand you're not 'downramping' but throwing out very unrealistic hypothetical situations is not much better.
It's just as likely that China could make a similar demand to Australia and say 'give us an asset like greenbushes and we'll lift all our trade restrictions'
