The point here is the agreements are "expected" to be signed (so a higher level of confidence and more likely)
The reference to "hopefully" (which is less confident and may not be achieved) is in regard to the "timing" of the signing which is predicted as May.
So signing is a high probability and the timing has a much lower probability and "might" be May but could be later
