Can't really tell for sure, but the tweet made it sound like the 'file' has gone through whatever requisite processes it has to and is now at the final stage, i.e. waiting for approval from Council of Ministers.

'We now eagerly await the Council of Ministers to grant approval'

Don't want to get too optimistic, but if Council of Ministers meetings are held every Friday then perhaps there's a possibility that this Friday is when AVZ could get Gov approval?

Hope so, but can't be far off anyway.
