"You dont quite get it do you? Its not in their control".

Whilst it is true that once you submit an approval application to a Government Regulator, a proponent such as AVZ has little to no control as the powers to be follow due process in assessing and approving the application.

What is and Was in AVZ's control is when you have the right level of baseline information, locked down your project scope, have completed necessary surveys, briefed the regulators, consulted with the community and stakeholders etc that enables you as a proponent to submit a detailed application that is likely to be approved 1st Revision.

AVZ notified shareholders in April 2020 that this was all completed ready to be submitted. They then had an oh shit moment as they forgot to complete hydrology modelling to assess impacts to surface water / groundwater as part of the ESIA. Low and behold 13-14 months DELAYED, they finally submitted the appropriate application (all completely within their control) i.e AVZ messed up their baseline surveys by missing one of the key components.

Having worked on both sides of approvals previously, i always find it funny when engineers / geo's / finance professionals have 0 understanding of the workload in assessing / providing comment / ultimately approving applications for mining projects. It isnt a 1 day process to engage a variety of technical experts for each aspect.
