    IV.1. From the evaluation of exploration permits to the Mining Cadastre
    The Minister of Mines presented to members of the Government the Evaluation Report of Exploration Permits at the Mining Cadastre in accordance with the instructions of the President of the Republic given during the Twentieth Meeting of the Council of Ministers.
    Recalling that any exploration permit confers on its holder the right to carry out exclusively research work and not exploitation work, within its perimeter, the Minister of Mines stressed that the holder is required to pay the fees. annual surface areas; to present and obtain the approval of the Environmental Mitigation and Rehabilitation Plan before any start of research work as well as start research work within one year of the issuance of the title.
    Consequently, any failure by the holder of the Exploration License to comply with these obligations results in the latter forfeiting his mining rights.
    The Minister of Mines indicated that the Mining Cadastre Register had, as of September 21, 2021, a total of 1,901 Exploration Permits, of which 223 forfeited for non-payment of surface rights (fiscal year 2021), 156 forfeited and 774 exploration permits. active.
    With regard to illegal mining in the perimeters covered by the Exploration Permits, it has been observed that it is carried out either with the agreement of the holder, or without the agreement of the holder or by the holder himself. same.
    Faced with this situation, the Minister of Mines indicated that she had ordered in particular the suspension of activities for certain companies concerned and carried out on-site monitoring missions for others. It also decided on the Mining Cadastre Audit within a reasonable time. The objective is strict compliance with the mining legislation in force by both mining operators and state agents and officials.
    After debate and deliberation, the Board adopted this dossier.


    It’s good to see that they’re actively cleaning up the sector. There’s no mention of exploration / exploitation permits being converted, however, I’m not sure that this would be the forum where individual MLs would be discussed / noted.
