According to Wiki the average hourly rate in China is 94c USD & in the DRC 89c USD ... so there seems to be some difference, but not life changing. Now that is average wage, assumably for unskilled labour. Moving into the skilled area may see some difference, given sheer population, whereas PRC have a gazzilion more skilled worked as it has evolved over the last 20yrs, where the DRC has remained somewhat stagnant given the civil unrest and remaining in 3rd world conditions.
Personally I can see cost savings being that significant, it is when compared to Western hourly rates with OZ being $14.5 USD.
