The interesting thing is many of the larger institutional investors are by nature conservative in outlook. Therefore are constrained by their strict investment rules.

Many will have a rule with regard to mining companies that states "thou shall not invest until the target stock has 100% confirmation of mining license and finance".

Thus you can be reasonably certain that on granting of these milestones an uptick in buying by bigger investors will occur. Not all a once mind you, as that would simply move the market too quickly and be counter productive ....but rather by stealth over several weeks or months accumulating during weakness if possible.

Hence the rally in PLS after Mining License and finance was granted.
