    I think the DRC needs to give a "favorable opinion" to the project to start the 30 day clock. This has not happened.

    Dont think the "favorable opinion" is a pre-requisite to awarding the ML either.

    this is a sit back and crack a beer stage. pretty funny reading the BS on here.
