Interestingly I don't think the ML can be approved without proof of Finance being available. The Ann from our JV partner that PRC govt now gives go ahead on finance is a massive tick in this regard. African DFI's prob won't sign off on finance debt deal unless primary JV partner finance is a definite go. So I expect DFI to fall in line shortly from here then ML approval shortly thereafter.
