I tend to agree with your thinking as to why the ongoing ML delay despite the DRC government obviously wanting the project to get going. Perhaps they learned a valuable lesson from the SDL iron ore fiasco? Sundance had its mining permits, but funding for all the huge infrastructure (roads, rail, port and mines) remained a major stumbling block with the Chinese holding all the cards despite pleas from SDL BOD and the two African governments involved. Eventually, in that project, the Aussie company which did all the hard discovery & proving work up front (and its holders) were simply brushed aside (despite having the precious ML at the time) and other parties now have the control. DRC government and AVZ are obviously both keen to avoid a similar outcome for this AVZ project. GLTAH and watching how this pans out with some interest!
