this is quite out of school and should be taken as such. Africa can be drawn into controversial issues in regards to delays , but generally it's the process of licensing , not construction or production. good management with ample Labor at low cost can accelerate the process to production. no golden rules but I'm taking his comments as cheap thrash talk.
