Not to argue this point over and over again but I am not sure it is that clear cut.
Believe me I have no desire to downramp this stock, only for facts and the truth to form an accurate assessment of our situation.
Most western translated articles from the original release read something like this:

KINSHASA, Nov 20 (Reuters) - Democratic Republic of Congo President Felix Tshisekedi has demanded a ban on issuing and trading mining permits until the country's mining registry has been audited, a measure aimed at combating fraud within the sector.

Taken on face value it seems pretty clear what this means.
Is something lost in translation making these articles incorrect? Perhaps, I don't know.
Someone claimed to have spoken with management regarding this matter which allayed their concerns. To me they haven't always proven to be reliable with their assertions in the past.
Personally I'm seeing this as a potential for delays.
