Worked in east and southeast asia and mid east on large petro infrastructure projects all my life basically. And in my experience it doesn't mater what permit you require there is always strings attached. which is not necessarily a bad thing as long as the strings are mutually beneficial. I presume Africa would be similar. Thats why there is absolutely no excuse for our management not to visit the country wich holds our only asset to help the local guys walk through the process and get the deal done. It is either laziness or negligence one or the other.imo
