We could read it as:
1) It was an active permis de recherche (purple colour in the cadastre)
2) Then a request for permis d'exploitation was initiated
3) It then got approved by the administration so the purple was removed (but not yet signed into law by the ministry of mines)
4) Pending the official signing off it is merely registered as approved and the Permis de recherche is then cancelled, hence the tenement as no colour at the moment

Or we could just be making a lot of noise for nothing, time will tell
