I think part of the delay for signing off the ML is the evidence of the money received from CATH. Shanghai is currently still in strict COVID lockdown and people can't leave their residence for any reason except for those essential workers and volunteers. In my view another extension is quite likely to happen.

Another reason is the Minister of Mines could:/n't find her special pen and rubber stamp for the ML as she is busy touring Europe. :/
