Perhaps not so long. The multi billion dollar (over $12b I think) CATL company - now cashed up - may have other plans. For both DRC and Mali. Time will tell but I don't think it will take 12 months. CATL have the VW contract to fulfill and they have little locked in supply at this point. There just may be a sense of urgency about trying to get that supply.
