He himself had asked the minister for a quick grant, which she said in the affirmative, in order to then disappear for 3 days to Dubai to celebrate...that's probably Africa as it is and lives...other reasons why the license hasn't been granted yet there is (I asked if there was any self-interest on the part of DRC - greater than the 15% stake at worst), he said no.He expects the grant "this week - but you know, it's Africa...". ..."
