    They have no intentions to start mining CdL now, would be nice but too expensive at this stage, so why pay surface rights for it.
    The surface rights amount to US$5.89 per square metre (Article 397).
    Just keep exploring the hell out of it.

    Get RD going, get some money in the kitty and after lodge a plan and pay surface rights for CdL.
