I would think it is a bit of future proofing.
A lot of minerals in the DRC not yet mined, hoping that other mines come online and they can grab a piece of them too, or a larger ownership.
Plus only circa 10% of Manono tenements explored so far.

But for CATL, it has the offtakes and will have its own % of the output.
Lots of benefits to being able to process the materials there and then ship the finished goods.
Labour costs etc are probably not significantly higher than in China.

CATL is a big player and I am sure the Govt likes the interest, especially if they are going to help grow the DRC EV revolution.

**Also a smart idea if we increase our output beyond the 10mpta etc to the 20 or so that was mentioned some time ago.
