Using my limited experience of African countries, it seems the government is split and going through internal strife over its way forward. Quite possibly there's a battle of the bribes going on in the background, with both sides corrupt so neither is willing to call the other out. Such is sovereign risk, it could get a lot worse heading into DRC 2023 election.
