I understand there is no suggestion that Sec Bilken is in the DRC to initiate a FTA. If we can believe the press, he's there to discuss security matters, including the chronic violence associated with M23 rebels supported by Rwanda, and strengthen economic ties between the two countries.

In any case, bilateral and multi-lateral agreements take years and years of preparation and negotiation. The DRC's track record of endemic corruption and poor governance means it would not get past first base.
