Just flagging a lot of this has been covered before, there will be very detailed notes back in the forums.

Permit de Exploitation is the equivalent of the exploration permit, eg can go mining.
Permit de Research is the the research permit, so you can find out what is in the ground.

The index on the side shows what the respective colours mean.
The different shading is so you can reflect a tailings permit for an active area.

We are in the change period, hence the active transformation, to the PE (which is the "go mining" one)
The tailings are of little concern, the bigger concern was for the northern portion (not showing any colour)

But we all have to wait and see what washes through with the transformation.
