An angle that I didnt consider sufficiently is the CATL - Zijin competition in the battery space. There is a non-zero probablity that Zijin might not ACTUALLY need a part in the mine's development. From their perspective, if they get it, thats great. If they don't, the delay in the take-off, and consequent benefit to CATL, itself is worth the $5mn they have paid.
