Look guys, bureaucracy doesn't work that way.

This could simply be ass covering for giving us bad news.

"Oh we were totally neutral, see? We even had it listed as 100% Dathcom right up until the decision was made at the top."

Listing it as anything else LOOKS BAD. It doesn't mean anything rn.

If you haven't worked with bureaucrats that do this kind of thing - and they can be found in almost any workplace - then you're winning at life, believe me.
