The end users are mentioned separately at the end (US/Euro). It clearly says it's bringing together congo gov and chinese companies. It could just be in reference to the proposed battery manufacturing but it seems odd to exclude the Australian company that's potentially mining the lithium. Even the images on the article reference AVZ.
