Fair concerns. However you have to presume that DRC want this mined. This is their primary concern. If one can't start at that assumption or take that as a first principle I just suspect we don't live in the same reality.
I'm hoping we start seeing some pay reductions soon. Another assumption is board makes magnitudes more money getting this across the line vs their salary.
Another want we can presume from DRC, is that they will want to avoid a situation as per the link below.

This would be a worse case scenario for everyone, mine sits untapped and AVZ linger for many more years in legal battles as a shell of a company. Also, in this scenario DRC would also see way less international investment and/or essentially become a Chinese client state. They could have already accepted this by now, in the same way they could have also sent the military in to claim Roche Dure. Neither have happened.
In my view, all signs (if everyone was to follow their self interests) would point to a deal. You might say that corrupt players can have a disproportionate weighting as they act out their self interest. True. But, as of recently, they seem to be dropping like flies.
