    CAMI: the new management committee promises to increase its share in the budget while putting forward the general interest to the detriment of private interests

    Appointed by presidential order read on August 1, 2023 on the national channel, the new management team took office at the head of the Mining Cadastre (CAMI), namely Crispin Mbindule Mitomo Chairman of the Board of Directors, Paul Mabolia Yenga Chief Executive Officer and Muyumba Gustave Deputy Chief Executive Officer. They replace the former management committee headed by Jean-Félix Mupande as CEO.

    The handover and resumption ceremony took place on Wednesday, August 9, 2023 at the headquarters of the Mining Cadastre in Kinshasa in the presence of the Secretary General for Mines Jacques Ramazani Lutuba who supervised the ceremony on behalf of the Minister Antoinette N'Samba Kalambayi.

    Speaking on behalf of the new management committee, the Chairman of the Board of Directors (PCA) Crispin Mbindule Mitono presented the new vision on which the new team will work to restore the image of the Mining Cadastre, a public institution responsible for managing the mining domain as well as that of mining titles and quarries under the supervision of the Ministry of Mines.

    "Faced with the magnitude of such a managerial task, the Board of Directors, which we have had the honour of chairing since today, will focus its attention on a number of administrative, technical and financial priorities. On the administrative level, your Board of Directors will ensure the effective implementation of all the provisions contained in Decree No. 17/005 of 3 April 2017 on the status, organization and functioning of a public institution called CADASTRE MINIER, in acronym CAMI" said Crispin Mbindule Mitono in his speech

    He continued:

    "On the technical and operational side, your Board of Directors, under the supervision of the Ministry of Mines, will urge the General Management to invest in investment projects. That said, the Board of Directors will provide clear guidelines to increase CAMI's share of revenue mobilization for the benefit of the Government's National Budget. A noble and delicate task that can only be possible if each of us becomes aware, denounces anti-values in all their forms in order to discourage those who engage in degrading practices such as corruption and bribery. From a financial point of view, the Board of Directors will ensure the smooth execution of the revenue and expenditure forecasts. He will transmit to the General Management strategic orientations for the development of the budget and the balance sheet of the Mining Cadastre in order to meet the many challenges for the future of our establishment"

    The President of the Board of Directors of CAMI urged the agents and executives of this public institution to get to work while prioritizing the general interest before private interests.

    "If I wanted to review the main missions of the Mining Cadastre and those devolved to the Board of Directors, it is so that each of us immerses himself in the immensity of the task that awaits us. So we have no room for error. By placing their trust in our modest people, to preside over the destiny of the Mining Cadastre, His Excellency the President of the Republic and the entire Government expect convincing results from us. And to achieve this, we need a patriotic leap, a collective conscience, self-denial, a manifest will and above all a frank collaboration. In short, we must have the vocation to serve instead of using CAMI. The general interest must take precedence over private interests," recommended Crispin Mbindule Mitomo.

    The Mining Cadastre is a public institution responsible for the management of the mining domain as well as that of mining and quarry titles in accordance with Article 12 paragraph first of the Mining Code.

    As a technical service and specialized body, the mining cadastre is responsible for registering the application for the granting of mining and quarrying rights; mineral rights granted and refusal decisions; the case of withdrawal, cancellation and forfeiture of mining rights; changes and leases of mining rights and mining securities. (Cfr. Article 14 quarter of the Mining Regulations).

    The Mining Cadastre is also responsible for the cadastral examination of applications for mining rights as well as the renewal, extension, transfers, leasing and renunciation of mining and/or quarry rights.

    It also coordinates the technical and environmental examination of applications for mining and quarry rights and certifies the commencement of research or development and construction work.
