Felix is determined to be seen as fighting corruption, rather than actually doing so. Its optics only. There's been no significant change during his term in office about actually tackling corruption. It was mostly dropped from his re-election campaigning platform, despite being front and center the the first go around, no doubt to deny his opponents any easy means to attack him due to the clear lack of progress. Given he's done jack, that both of his elections have obviously benefited from widespread corruption, and with the number of his close associates have been engaging in high-level graft, anyone who still thinks FT is genuine in his anti-corruption stance has rocks in their head, IMO.
