Prime Minister Judith Suminwa continued her consultations last weekend for the formation of the Government. During her exchanges with the leaders of the political and social forces, she insisted on reducing the lifestyle of institutions.
Indeed, out of the $16 billion budget, the institutions' lifestyle takes more than 67%, of which 33.10% is devoted to administration.
Education and health have more than 28%, of which only 7% actually belong to both sectors. It should also be noted that only 5% of the national budget is allocated to other social sectors.
In this budget, staff expenses take a total of 29% and the majority are consumed by the governments.
According to parliamentary sources, while governments receive several thousand dollars a month, the least paid state official has about 100 USD (280,000 Congolese francs).
To this gap must be added, exorbitant social benefits granted to decision-makers, who enshrine the illicit and revolting enrichment of leaders, in the face of a miserable population.
The immediate shift from the endowment budget to the program budget, which allocates more than 80% of resources in development projects, remains the effective solution to combat inequalities and underdevelopment, says an expert in the National Assembly.
