I believe the intent in the statement is that $1b is immediately at hand to advance the project and yes - it will contribute to the development costs.
It's a a nice round figure that helps bring exposure to the agreement but how the $1b is expended and what further funds are required (development and compensation) and the source of those funds is anyone's guess.
And I dont care. Anything between $1.28 and $13.62 for me to get the fk out is good.
