I reckon you are right there. It works in AVZ’s interest for SEZ to be sorted as the first step for two reasons. Firstly the DRC government are more likely to agree to bigger concessions to entice investment rather than make it easy for investors that have already committed. Secondly it will be that much more appealing to investors if good SEZ conditions are agreed thus giving them certainty and allowing AVZ to negotiate from an ever stronger position.

I am eagerly awaiting news on the SEZ front.
