IMO You are correct.
Both parties, AVZ, as well as the DRC would gain from a ML.
However the point discussed was the timeline of the approval process of the ML, not if the ML should be granted.
When one applies for a license, there is always the possibility that a license is not going to be granted.
When you ask 'can I?', the response can be yes, or no.
But in all honesty, if one considers how the legal DRC process is explained, as far as one can establish, and what has happened in the previous 7.5 months, the announcement of AVZ obtaining, yes, or no, a ML to mine Manono, must be very close.
One of the hurdles AVZ still has to clear is, paying for the surface rights, to obtain the green light.
Will the market be informed prior?
I don't know.
Does AVZ has to report every step of the application process, regardless how sensitive that information is?I don't think so.
They will have to report if and when the ML is obtained.
I would be rather surprised if a ML would be rejected at this stage.
