yep, I think that is a fake sell order. This is to ensure people sell less than 23c so the same person/company purchase at max 22.5c
once they purchase enough at the price less than 23c then they will remove the 23c sell order and let the price flow north (worst case they will sell their tiny 9mil parcel out of many millions they hold at 23c)
so the idea is don't sell your sell cheaper (not a financial advice dyor)
