I think it would be a lot easier for these " informal announcements (22nm tapeout)" (or promises to some) to just over estimate the delivery date. So in this case he just would have said by end February (even if he may think it would be of December). Drop the announcement 1,2 or 3 months early and reduce the speculation and wild SP fluctuations leading up to announcements.
