That's what Eran Briman told me by email. If you don't believe it, I suggest you ask him directly. I'm assuming it means that Weebit are just saying they can't be 100% sure they know who all their competitors are, and what they might be doing. That seems reasonable to me. I was just asking him if he could suggest some names for me to check out.
