Seems like the WBT SPP scale back had 3 reasons ( 1 docuemented and the 2 others I can't find)

a) multiple entries (Could see this in SPP document)
b) Below marketable parcel to being with ( 99 shares or fewer.. Could not see this rule in SPP document )
c) Shorting WBT . Sell down to Zero to get a garenteed $5 price Could not see this rule in SPP document )

4. imo high liklihood of samsung coming on board
