Perhaps its a new fab, or one under construction. Your TI lab that will cost this much is listed in this article

and its the only one costing this exact amount. The Intel fab in Germany is $33b, is the next closest.

So maybe Coby was referring to one of these, (Samsung, TI or Intel).
