I haven't seen any details of the missing IP but I would think SkyWater has plenty of other available IP to enable promotion of Weebit's ReRAM if they saw a quid to be made. I think you are correct in your view that SkyWater's revenue is too low. Orders from government or NASA would bring prestige but not volume production.
