Yes they were targets, not guarantees. The only real miss was the lack of required IP for a particular SkyWater customer. This may not have been known until the customer specified their requirements.
I am a little surprised at that gap not being filled yet, but the reason given was that it was not a priority for SkyWater. Since Weebit couldn't do much about that, reports tell us they concentrated on DB HiTek - with excellent results. I agree the change in emphasis from SkyWater to DBH brought a delay in expected timeframes to commercialisation.
