Given that TSMC are now going with ReRAM for their future NVM requirements (2024 roadmap), DBH seem to be doing much the same through WBT, it would be an interesting development if Samsung was to announce a similar intent, sometime soon. Then there would be a block of large Asian based foundries all opting for ReRam. I'd imagine that would inject a bit more urgency into the decision making processes of some of the US based foundries including GF, to follow suit with ReRam or get left behind with legacy flash.
