Maybe they wanted to 'lock in' the $1.11 while the placement was arranged. Makes it an easier sell to get the funding if they can't offer the investors anything concrete.
Given the lack of people paying up for shares it seems there's still a fair bit of hesitation going on. Still the 95c should prove to be somewhat of a floor for a while.
