Do I understand this correctly?

AT & T has to connect 1 million rural customers thru the connect America program. WLL numbers are unknown. But they also promised to connect 13 million to get the merger thru even though it was not stated in the merger contract.

And is this correct, WLL will make up the largest proportion of the connections, and NTC are in the box seat due to the NBN contract plus only three suppliers are still in the bidding process.
