India a QUAD member and in general an ally of the US chose to oppose the US on both those issue .
US has a base in Turkey yet Turkey not too welcoming of the new NATO members US would like to see added nor the fellow NATO member Hungary.
Much much more if you want to show US doesn't take countries control as you suggest and that is before we talk about the very large influence of China or Arab interests .

Pretending that the US rules the world just doesn't stack up empirically !
