There is no agreement: As the saying goes "Possession is nine tenths of the law".
He effectively "has" Donetsk/Luhansk and Crimea already.
Up until this point I staunchly believed that Putin will not invade (West) Ukraine, even if he thought the West would not intervene. This last minute move, indicates that he is willing to consolidate his gains, and bide his time.
Another opportunity will come along; no need for a full scale war just yet.
I respect his intellect, but I loathe his Machiavellian, murderous, personality.
