You realise that is a price control on DOMESTIC CHINA PRODUCTION. They cannot impose price controls on Imports into their countries unless they expand the tariff system. China are the worlds largest producer of coal (I suspect you don't know that) but import higher calorific coal.
You may not realise that TER sell their coal to South Korea and Japan in the main, but keep spouting whatever you want.
