The EU & UK has banned Russian special refined oil products (eg diesel) from 5.2.23. (Seaborne Russian standard oil was banned from 5. 2 22)
As this policy was planned & announced many months prior to 5.2.23, the EU & UK has been stockpiling large ammounts of Russian diesel- in preparation of the Official ban.
