The EU has already agreed to cut Russian coal, gas, & oil imports by 66% in the next 12 months; & for a total ban by 2030 (Some countries say by 2027 may be possible, & will be attempted). There are facilities/storeage/logistic etc. issues, in the EU, for obtaining total energy replacements from Russia in the very short term.
The EU has acknowledged, & has accepted, that replacing Russian energy imports will result in higher energy costs in the EU.
For a further EU-wide ban on Russian imports to be passed, all 27 EU countries must agree to it. This procedure, however, does not prevent individual EU countries imposing, unilaterally, their own bans, which some are doing eg Lithuania. The UK (not now in the EU) has also taken stronger steps (cf the EU) against Russian energy imports.
It is also being reported that France wants bans, sooner, on Russian oil imports also to Europe; & Germany is now much more open to harsher EU bans on Russian energy imports- such bans affect Russia & Italy the most, who are most dependent on Russian imports.
