As very few terrorism outbreaks that are based on religion or race/territory have been solved by military might, the BIG weapon of negotiation should be used. France is often laughed at by those that wish to use the military options but as France has had more experience than most in dealing with Muslim nations, both militarily and at the negotiation table, her recent actions should be headed. In the recent hostage incident in Iraq with 2 French citizens it was the French muslim public that went to the forefront and insisted that they did not approve of the Iraq actions over the headscarve issue in France. With muslims widespread, it is virtually impossible to chase down all dissidents worldwide, the genie is out of the bottle.
